I've had to use some browser extensions for 3-4x speeds. Anything that is HTML5 enabled video will be supported by it. Unfortunately I don't have a solution for anything on the phone :/

This extension adds keyboard shortcuts as well as a UI to all elements (YT and other sites). I have 'G' set playback rate to 2.2x.
Video Speed Controller is one, works on HTML5 Video (including YouTube, but not limited to it).

There are addons for Chrome / Firefox [0] that map keyboard shortcuts to playback speed control over any HTML5 video. It works amazingly well.
