From only a few minutes of reading (so I might be off), it looks like if multicast packets were saved by routers and you could ask for tcp-style retries later.

Agree. Furthermore, the fact that basically anyone can run their own relay makes it very decentralized.

is did spec from bluesky community? anyway, looks like nothing tangible yet.

I am excited about what Nostr[0] is doing is instead. Looks much simpler way to approach the problem.
